Thus, clarification about area residents will be faced because the main body for promotion of community-based welfare will be an important theme in future community-based welfare research. However, there are not any topic particularly formulated for area residents to face, and developments by various voluntary citizens in welfare movements of area residents itself are the topic for the moment. In this paper, two cases of citizens' welfare movements in Niigata Prefecture are discussed. These are leading citizens' welfare movements in national terms as well and allow evaluation for earlier discussion. Roles that these movements can play in promotion of community-based welfare have been consolidated.
