I restudied a sense of presence of prefectural social welfare institutions. Comparing prefectural social welfare institutions with private ones, they have various structural problems of their costing nature, their self-righteousness and principle of 'safety-first', and so on. Committing their services which can be carried out by private institutions to private institutions, the prefectural administration will be expected to arrange and superintend the circumstances to guarantee the quality of services so that the services should be carried out fairly and rationally. However it is very important and characteristic that the administrative staff needs to work in the institutions in order to put these services surely into operation. TO abolish all the prefectural social welfare institutions means that the prefectural administration becomes an effete organization which is separated from the actual services. Therefore, the prefectural administration should continue to administrate selected social welfare institutions and to keep a field where private institutions are ill fitted, including raising the talent.
