 note = {application/pdf, 論文(Article), 2000年に制定された社会福祉法は、その第4条 (地域福祉の推進) で、地域住民を地域福祉の推進主体の一つとして位置づけた。地域福祉の理念の上では、この位置づけは当然であるとしても、地域住民が具体的にどのような役割を担う必要があるかについて検討することは、今後の研究課題である。つまり、地域福祉を研究の対象とする場合、地域住民が担う活動分野や活動内容などについての考察をすすめ、地域福祉社会を構築するための地域住民の課題を具体的に明らかにしていくことが求められる。筆者は、「市民」概念を用いて、地域住民が推進している種々の福祉活動を市民福祉活動として規定することにより、地域住民による福祉活動の分野・内容と意義を具体的に把握することが可能になると考える。, The Social Welfare Low enacted 2000 defined local community people as a main promoter for community based welfare in its fourth article (Promotion of community based welfare). Although this definition to reason, studies regarding what role specifically local community people must play will be a topic for future research. That is, discussion must proceed, when conducting research targeting community based welfare, with regard to areas and content of activities conducted by local community people, and their issues concerning the creation of community based welfare societies must be clarified specifically. The author considers, by defining various welfare activities conducted by local community people as citizens' welfare activities through use of the citizenship concept, the possibility of specifically ascertaining areas and content of welfare activities by local community people.},
