Although it was difficult, the Anti-Prostitution Act was promulgated on May 24, 1956, with the general provisions and stipulations related to protection and rehabilitation implemented on April 1,1957. In this study, a 1948 survey of women’s refuges that was compiled at the request of a prefectural Children’s Welfare Center has been examined. This was published by the Hyogo Prefectural Institute of Social Welfare in June 1949, also stating that the request to survey the residents of both the Kobe and Himeji women’s refuges was received by the manager of the Hyogo Prefectural Children’s Welfare Center. Hyogo had the highest number of children in prostitution in Japan at the time, and with the standards created as a result of the enactment of the Anti-Prostitution Act, Hyogo had been designated as the prefecture in charge of the establishment of “Women’s Consultation Facilities” in major cities.
